New Zone viewing feature.

Revamped the way zones are handled from model to engine.

Zones are now stored as a zone tile and then the buildable on top of it.

Can now see a zone in construction phase and then in built phase.

When in zone mode - shows the tiles that are zoned seperated by a color.

When not in zoning mode shows the actual asset on the tile.
